The study by the Chartered Institute of Personnel and Development and KPMG found 16pc of employers will not hire under-19s with little or no qualifications. The findings come as concerns mount over the Government's decision to scrap the £1bn Future Jobs Fund for young people, which provided guaranteed access to training, a job or work experience for the long-term unemployed. MPs warned yesterday the decision to close the scheme left a "substantial number" of young people at risk, at a time of rising unemployment among the under-25s.The CIPD/ KPMG research also showed a further 9pc of companies would not consider applications from people aged over 65. The findings fly in the face of anti-age discrimination law, introduced in 2006 which is now part of the Government's all-encompassing Equality Act.
